Paul L. Kelly is a consultant on energy and ocean policy and was Senior Vice President of Rowan Companies, Inc. Rowan (NYSE) is a major provider of domestic and international offshore drilling services and also manufactures mobile offshore drilling rigs and oil field equipment.
In 2001 Mr. Kelly was appointed by President Bush to serve on the U.S. Commission on Open Ocean Policy, the first commission of its kind in over thirty years tasked with examining major issues affecting America’s coasts and oceans. Currently he serves as a member of the Joint Ocean Commission Initiative, an initiative dedicated to the implementation of the recommendations of the U.S. Commission on Ocean Policy and the Pew Oceans Commission.
Mr. Kelly has appeared in several fora supporting U.S. ratification of the United Nations Law of the Sea Treaty from the perspective of the U.S. petroleum industry. He holds B.A. and J.D. degrees from Yale University.

Richie D. Baud is Deputy Regional Supervisor, Production and Development for the U.S. Department of Interior’s Minerals Management Service (MMS), Gulf of Mexico (GOM) Outer Continental Shelf Region. The MMS Office of Production and Development regulates oil and gas developments in U.S. Federal GOM waters to insure the conservation of natural resources, the prevention of waste, and the maximization of ultimate recovery. Richie has co-authored numerous publications related to production forecasting and deepwater GOM activities. Richie has a BS in geophysics from Bowling Green State University and an MS in geophysics from Purdue University.

Jorge R. Piñón is an international energy consultant, and a senior research associate and director of the Cuba Business Roundtable at the University of Miami’s Institute for Cuban and Cuban-American Studies.
His most recent industry experience was with Amoco as President of Amoco Corporate Development Company Latin America, and later as President of Amoco Oil de México and Amoco Oil Latin America based in Mexico City.
After the 1999 merger between Amoco and BP, Jorge was transferred to Madrid, Spain to manage BP Europe’s western European supply and logistics operations.
Jorge is a graduate from the University of Florida in International Economics and Latin American Studies.

Aurora Pierdant, a Mexican attorney by the Universidad Iberoamericana of Mexico City. Her career initiated at Santa Marina y Steta, S.C. a major law firm in Mexico. She has a career of more than 20 years as an attorney for different ministries of the Federal Government. She represented her country in international conferences before the World Intellectual Property Organization (WIPO). She was the senior legal official of the Ministry of Energy, where she worked for more than 10 years; she was also the senior legal official of the Ministry of Public Education.
As counselor of Ministries she was involved in drafting and lobbying of various federal laws concurrent with the participation of Mexico in NAFTA, such as the current Mining Law, where she supported deregulation of the participation of foreign investment in the Mexican mining sector. She also participated in the modernization of the educational system and participated in the process to amend the Mexican Constitution and in the issuance of a new education law, still in force.
In the Mexican Energy Sector, where she has spent most of her working years, she participated as a relevant Ministry official for the issuance of amendments to the Electricity Law, where she supported the inclusion of Independent Power Producers as new players in the Mexican Electricity sector. Later she was in private practice, where she participated as a private counsel for a power generation project.
From July 2003 she has been the Manager of New E &P Contracts in Pemex Exploración y Producción, where she is the legal counsel and bidding official in charge of the award of 9 Multiple Services Contracts, the first experience of Mexico towards the modernization of the Mexican oil industry. She is currently in charge of the Third Bidding Round of the Burgos Contracts, has been leading the team to draft new contract models for Integrity Management of the main transportation systems of Pemex E&P and is a part of the New E&P team to prepare the new contractual models for the Chicontepec Oil Fields in Veracruz.

Xavier Antonio de la Garza is a legal advisor for international affairs in the General Counsel Office of Petroleos Mexicanos. He graduated form Universidad Nacional Autonoma de México and has a Master degree from The University of Houston. He manages PEMEX legal activities outside of México, ensuring uniformity of foreign operations and coordinated Pemex´s participation in international arenas. He is a 15 year experienced lawyer in Pemex. He also was legal advisor of Pemex Petroquímica and Pemex Exploración y Producción.
